Provide Outbound Static IPs

Several database providers rely on IP whitelisting in addition to password to prevent unauthorized connections.
Even though we recommend using mTLS or VPNs whenever possible, in several cases it's still the only possible option and we need to provide static IPs that can be whitelisted.

I believe this is a critical feature. We currently use Render which supports static outbound IP. We need those to grant access to Mongo Atlas, Aiven and several other providers. Not having this feature might be a dealbreaker for companies considering a migration to Koyeb.
